By the way, I wouldn't advise running the 6970 BIOS for long as it's not good for the memory on the 6950. The 6970 card has different memory timing and modules. This can damage the card so I'd suggest doing this http://forums.overclockers.co.uk/showpost.php?p=18389365&postcount=906
This will unlock the shaders only and leave you with your 6950 timings. Your voltage will go from 1.175v (6970 BIOS) down to 1.100v (6950 BIOS). This will limit you to about 880-900Mhz on the core. Raising it with RBE or MSI Afterburner to 1.175v and you should hit between 940-975Mhz core.

With 1.100 it's usually between 880-900Mhz on the core which has to be attained using MSI Afterburner. You have to navigate to C:\Program Files (x86)\MSI Afterburner (this is using Win7 64bit) and open MSIAfterburner.cfg with wordpad (remember to uncheck the box so it doesn't use this to open with every time).
Change EnableUnofficialOverclocking = 0 to 1 and then save. Restart MSI Afterburner and now you can overclock past 840Mhz.
For voltage play I'd rather not use MSI Afterburner as it changes Powerplay idle clocks to 475Mhz Core and 725Mhz Memory, that's from the default 250/150Mhz. (This was on Version 2 Beta 6 and now Beta 7 is out so things might have changed) So what I do is use RBE (Radeon BIOS Editor). Here is a post I done for someone explaining what to do.

EDIT: I just realised that this was information for a genuine 6970 user to go further than the stock 1.175v. So where I say to look for 1175, you need to look for 1100. Sorry about that.

Have you tried putting Power Control to 20%?.
Maybe it's not as good of a clocker and needs the extra voltages to hit 880Mhz and beyond. Is it HIS by any chance?. Your subvendor in GPUz comes up the same as mine. Reason I'm asking is that someone else got HIS cards and theirs clocked just like mine.
Also remember you are at stock 6950 voltage so putting the voltage at 1.175v will have you exactly as the 6970 is and should allow you to clock further.
What are your PC specs also please?.

. Whilst you were testing I installed the new MSI Afterburner. Now I can overclock and retain my powerplay settings so I keep my 250/150 idle clocks wooooo. What's to worry about? They're running a 6970 at 6950 voltages, if they all did it at 1.1v then I'm sure ati would have set the 6970 at 1.1![]()
