Yes there is, and the good news is that they are getting more and more popular now as well. I don't do them as my local clubs down here don't run them but i'd certainly consider them in the future.
There are practical pistol events using long barreled pistols in .22LR that run quite often, just google practical pistol U.K. and something should come up. Most shooters in these events use the Browning Buckmark as it's the most widely available long barreled .22LR pistol in the U.K., although Low Mill Ranges sell an Iver Johnson .22LR M1911 pistol which i'd kill for, but they are £1200 vs the Buckmark at £600-700. There is also a seperate practical pistol league where all of the shooters use pimped up airsoft guns, normally fully loaded Western Arms Infinity's and the like.
The nearest we have to 3 gun in the U.K. is Mini Rifle. These run quite similar to 3 gun, shooting round barricades, snap shooting, advance to target etc. These obviously have to be shot using a .22 semi auto (as we can't have anything else in semi), and the M4 in .22, the Sig Sauer 522 and the Ruger 10/22 rule the roost in these shoots.
If you are thinking of either, say goodbye to at least £1000 once you've bought your pistol or rifle, as you'll need holsters, magazines, sights etc etc.
