wouldnt say fraps lowers ur fps "if not recording" / put it on record and it could cripple it.
If you have a fast quad CPU then fraps will not have a major impact on fps, slow CPUs and especially dual core will see a big drop in fps. I record with fraps and I lose 2-3 fps at most, this with an i7 920 at 4Ghz.
Fraps used to just monitor fps has little to no impact.

So just for monitoring purposes Fraps is fine.
Will check in a moment how much FPS I get at the mentioned settings with 5850, Q6600 and 4GB ram
