Surely they can easily be tracked down/barred?

Dolph, these people are victims of society. Let them have their misappropriated iPhones and computers. The were born entitled to it.They are responsible for their own behaviour, no-one else. No-one else caused them to riot, loot and generally behave in a manner that would be out of place in a lawless scumhole.
The problem is a large number of individuals with a lack of personal responsibility and a sense that they are entitled to more than they have.
To argue anything else is to pander to the violent scum, which I'm pretty sure you wouldn't be considering if this was the EDL or similar...
Young lads with no qualifications, never had a job with little or no prospects of getting one. I can't say who's to blame but that's certainly part of the problem.

There are no compounding factors what so ever in a life in the lower rungs of the socio-economic ladders?
It isn't an excuse, but it can be a impact.
The solution to jealous, violent scum is not to pander to them by stealing from the productive through the force of state and giving them the proceeds in the name of 'equality'.
