Not sure on best short term fix, but mid/long term maybe come down harder on gangs, pass new laws to make it easier for police and just remove the gangs from streets.

police tend to know who the main guys are, but cant lock them up for various reasons, remove the reasons, make exceptions whatever and just bring the whole thing down.
