Listen to me. Water cannon and plastic bullets are used to repel people backwards from an asset. They are used to provide the police with room and increase the distance between people and the police.
This is not happening in London. There isn't a stand off between police and rioters. The rioters are roaming the streets doing as they please. They aren't standing up to the police or going to attack one building (as seen in the Student protests).
1 water cannon (as let's be honest, we're not going to get many more than that from NI (though I doubt we'll ever get 1)) is not going to stop this. Having a few officers in Croydon with plastic bullet guns isn't going to stop shops being looted in Tottenham.
