No. This will just change what "Resume game" points to.

Knives makes a good point though. It will erase any progress you have with a particular quest.

They won't make more but they are designing the current ones - pretty much all of them - because they're just too weak. They'll be more like the ones from Diablo 2 with procs and interesting side-effects to make them more unique and distinguishable.

Unfortunately it's not retroactive so current legendaries won't be affected.

Thats because I think they are given to you when you reach level10 Blacksmith. So why some idiot decided to keep them in the game is anyones guess.
