They do this to see what Nvidia come out with, then they launch a new driver to out perform it. At the end of the day though it is the consumer that that suffers because of the degraded initial performance. They should release the proper driver with the card. Nvidia have done this too in the past, it really annoys me that companies do that sort of thing.
Nice theory but far more likely that the change to GCN took them some time to adapt. Only now are we starting to reap the full rewards of that.
If the 7xxx was just a refresh that would be another matter but to know how to get the most out of new tech and having to start the drivers from scratch is not easy.
Then why does it happen on every high end card launch?
It's not just AMD either.
One company releases their card, the other company follows suit then oh look, magical performance enhancements almost within the same week the second company launched theirs. The excuse is always the same too.

Anandtech bench the cards when they are first released. The scores haven't changed since then so clearly the drivers used were 12.4 or something.
First you get things working then you go for the performance and they had a lot more on there plate this time in getting it working first.
Red VS Green, with ATI you seem to get more value for money. NVidia you get some nice features like 3DVision, Physx but you do pay a premium and I've never needed to use either of them. I had my 8800GTX installed for Physx to try it out, it used about 100W of power to process this physx which tbh looked a bit unrealistic.![]()
Except that HD3D rely on 3rd party support and is only compatable with some 3D monitors, and Eyefinity no longer a AMD specific feature now that the Nvidia card would run 3 screens with one card as well. The only advantage AMD has on feature at the moment is the superior (GPGPU) performance, or lower price if anyone see that as a "feature".Again, AMD have HD3D / Eyefinity which is the same thing as 3DVision.
