Well I got the LEDs today and it lights up correctly when holding the reset button so it seems the chip programmed fine but the screen is still garbled but looking like it's trying to do something. I'm thinking it could have something to do with the PPUs at this point so I'll try redo that part.
I bet one is not switching, one at 50Hz & one at 60Hz. CIC has nothing to do with the output, so it won't be that.
. There must be a damaged trace somewhere as there doesn't seem to be any bridging anywhere and all solder points looks fine to me. I've gone and bought another console for 15 quid from ebay which has completely damaged casing but is still functional and since I already have a case that's not an issue

single player and 4 player death match (no bots) were fine without the pack (something along those lines anyway).
