Your neighbour needs to lighten up.

Reminds me of my 85 year old neighbour tanning stark naked last summer in his garden, my wife asked me to 'look out the window at the neighbour' - expecting something innocent I looked only to have him strike a pose and stare straight at me as he rolled over, twig and giggleberry's in all their diminutive glory.

Cant look him in the eye to this day, probably thinks I am some sort of voyeur.

Not a pleasant experience.
 
Mental case.

Call the police on non emergency line though and tell them what has happened. If he does go full retard and actually report you it will bring a world of pain to your door, especially if he makes out you've been looking at his kids etc. The earlier you get in with your side of events the better.

So many strange people in this world.
 
I'd get someone to take photos of you taking photos of him taking photos of you, just to be on the safe side.
 
I'd say next time you see him in a t-shirt, showing off all that skin on his face, arms and maybe legs, being virtually naked, you have a rant at him, particularly if he's with his kids, say "won't someone think of the children" over and over, take some pictures. The next day go around, hand him a burka and say he can't show his skin because their are children around, or you'll take the incriminating pictures to the police.

Seriously, the older I get, the more I realise just how many people are weird/mean/evil/messed up.

The scary thing is, things like prohibition, a decade of an entire country at war with people making and selling alcohol because a few nutjobs had some weird idea that drinking alcohol was bad, no different to some whackjob deciding bare skin is bad, the power of one whackjob shouting loud enough trying to associate whatever it is they don't like with something no one likes, is utterly terrifying.

Its the nutjobs who want to impose their idiotic ideas on others that is where it gets weird. A guy with his shirt off, in his own private garden where someone has to go out of their way to spy on you to be "offended" by it. Same as anti porn people, and anti-anything else people, they go out of their way to be offended like going to the porn channels on sky rather than just never using them, then ask other people to go out of their way to be offended together, until enough of them scare people into going along with making it illegal to do whatever it is they've decided they don't like.

Bah, I'm high(painkillers), rambling, I just HATE these kinds of people, they end up being responsible for almost everything that sucks about society.
