Its not actually as daft as it sounds.. As long as its to look after a dependant then the company cannot take any action against you. Obviously doesn't help the OP but it is legal.

Personally sounds like your job is causing you all manner of problems, and in the not too distant future your health will start to suffer. You sound unhappy in life in general from what you have written. You only live once, take the opportunity and go to Dubai, see if you like it and if you can get a job out there.
As for current job, you have a few options. It doesn't sound like you can actually get it booked off. You have to decide now if you want to play it honest, or with the cards close to your chest.
Tell your boss you are not happy and need time off, you will have it as paid holiday or are happy to take unpaid leave, but either way you need the time off. If he still cannot comply, you can then either call in sick the day you leave, get signed off by the doctors with stress, which is easy to fake, or hand him your weeks notice one week from the day you want to leave. Once in Dubai, avoid getting tanned and don't post stuff on facebook.
Basically you have to decide what in life you value and what you want to achieve. You said yourself you have 9k in savings, you can afford to make this leap of faith if it's what you really want.
As I said, you only live once. Will you live to regret not taking the opportunity?

Today my request for annual leave has been declined because other staff members are on annual leave for the 5 weeks running up to my request and in my bosses words 'he will have his balls handed to him on a plate for allowing it'.
Even if it is legal, and they can't take direct action, you can bet your bottom dollar they would take the next opportunity to do something indirectly about it. I would.
So it's one rule for the 5 people that booked their weeks previous to yours consecutively, and another rule for you? That comes across to me as victimisation. Do you have a personnel or HR department, or a whistle-blowing policy in your company? I think the "cutting your balls off" remark is grounds for bullying. If you haven't done so already, keep a diary of his behaviour towards you.
When leave can and can’t be taken

- tell their staff to take leave, eg bank holidays or Christmas
- restrict when leave can be taken, eg at certain busy periods
- There may be rules about this in the employment contract or it may be what normally happens in the workplace. The notice period for this is at least twice as long as the leave they want their staff to take.
