Virtually every tank with premium rounds can use them and few people will know any different.
But fire British HESH shells and you get all kinds of whining if it penetrates because a penetrating HE shell is about 25% more damage.
The 183 is clearly balanced around its premium HESH round which is most obvious when you look at the damage it does and note that instead of 15-25% bonus over an AP round it instead does 52% more damage.
Probably the only tank in the game that is essentially forced to use premium rounds to justify being used over equivalent tanks which are balanced normally such as JPE100, E3, E4, Foch 155, Obj 268.
120mm HESH isn't actually premium and because of that it's a bit crap, double penetration over normal HE (120mm vs 64mm pen) but not in the same league of "buy an advantage" 105 or 183mm HESH which is 210mm and 275 pen respectively.
Tortoise, Conquerer and FV215b have the ROF to swap in HESH but opportunities for such heavy tanks at endgame level to really gain more damage when penetration is only 120mm are not great. Since they have a high pen APCR round this seems to be a freebie tossed to the Brits to have a buffed HE shell which in great irony is best against... British tanks with their lousy 76mm lower front. Also the new German TD line with armour that would be bad for T1.
So just the 105mm and the 183mm can be considered killers, one for increasing dpm astonishingly for a medium tank and the other for the T92-like damage it inflicts on penetration.
If only they didn't cost so much.
