Well, I kind of have to question what you are aiming for with your skill choices.
The multishot and vengeance runes you have are physical element, so arent benefitting from the fire element damage.
Rapid fire is a single target damage dealer but to get full benefit from it you have to stand still. Its also not efficient against anything other than boss encounters really, as anything that has some AE damage will soon overtake it. It has synergy with single out on boss fights, but single out is really useless against anything else as its rare there is just a single mob standing there ready for you to kill. I'd also question the use of steady aim with a skill that makes you stand still whilst attacking. It may boost your sheet dps in town but you are losing the benefit of that passive any time a mob is close. Its really meant for use with mobile kiting builds.
Multishot is great for clearing trash, but rubbish for killing elites. I guess you are using Vengeance on elite packs? But then the cooldown will be killing your effectiveness.
If your goal is to kill fast on low torments you have 3 options really
1) Build around multishot and go physical element. You will still need some decent burst damage spender for elites however as I dont think Vengeance will be off cooldown often enough. Cluster Arrow: Shooting Stars is an option.
2) Build around Cluster Arrow and go fire element. This needs large amounts of resource cost reduction to be effective, and really a Cindercoat.
3) Build around Elemental Arrow:Frost Arrow and go cold element - however you need a Kridershot for this to be truly effective.
After these you are into more esoteric builds like those utilising strafe.
