Its got sod all todo with other countries. We aren't paying it because other countries are doing poorly. It's calculated on how our economy is doing.

Tony Blair agreed to a massive reduction in that rebate for a promise of CAP reform in 2005. As far as I know it was a promise that was never kept. The net result being that the rebate Thatcher agreed to is now worth a lot less. Something like 10 billion since 2005.
