That is why Rafael, while good, isn't a top player. Hazard is fast, no need to get that close nor position himself where he did giving him the chance to get infront of him. But then when that happens he can't help himself but pull him back. He over commits himself all the time and also commits fouls to make up for it far far too frequently. Maybe Hazard would have set up a goal, and if that was 10 minutes from the end of the game you might want to do that, but 10 minutes in, stupid.

Although true, lack of options for that position really doesnt help us either.
