Hopefully, but without central authorities that change might not be so quick... Requires some major changes in interpretation amongst a whole bunch of Islamic scholars... unlikely to happen anytime soon.

If we want to infringe on the liberties of others (which as you say is part of society) it requires justification, if no others are harmed or exploited then it should be permitted.
Freedom of speech simply over-rides freedom from offence, being offended is a subjective reaction - the ability to speak openly is the very foundation of of a civil society.

Well, it's more that individual interpretation of Islam.
As religions develops the relationship between the holy books & the followers changes. At first being a list of laws & rules to a series of allegorical stories the reader interprets based off modern accepted morality & ethics.
He was a one off - who was also a loner and operated with no support from others.
There seems to be a new atrocity carried out by Muslims in the name of Islam every week at least! Often with substantial background and financial support.
What are they going to protest against?
There aren't many radical mosques that you can turn up outside and protest against. If there were the police would have got there first...
On the other hand I've seen multiple Muslims and leading members of muslim groups condemning the actions of the shooters on TV and I've hardly spent any time watching it.
If you haven't seen or read condemnation from the Muslim community then perhaps you need to start reading or watching different things.

Arguably, Norway only has a population of 5.2 million people. There are approximately 1.6 billion Muslims on Earth. So, Norway should be out apologising.

Who ever fired these may be a nutter but that is a helluva tight grouping (looks like a triple tap). AK47 kicks like a bitch and is not particularly accurate. So, either this was pretty close range (7/8 metres) or this Jihadist spent some summer holidays in Syria/Lebanon/Nigeria/Sudan/Yemen/Algeria/Egypt/Libya/Afghanistan etc.
