I bet if you'd have held a referendum on whether black people in America should have equality you'd have got an overwhelming response of "yes they should". Not sure what point you're trying to make tbh.
I'm not sure that's true for many of the southern states but we'll never know for sure.
My point was that often governments drive social change with legislation, leading the way for social opinions to change. A yes vote in a referendum on the issue shows social opinion driving legislative change. Surely you can see the difference?
