You don't need a 1200W psu for SLI. Even a 1000W gives headroom.
The 5820K is fine for SLI and an M.2 pci-e SSD. You don't need the 5930K.
Also you don't need high speed Ram. A 2400MHz kit will do the same thing.

the gigabyte boards only use the m2 port @ 50% its stated speed though
buy the best you can afford I'm sure in 3 years to gpus will need full 16x 3.0 to run two smoothly
There is. My i7 920 was bought in January 2010 and if the motherboard/memory hadn't give up I would have still been using it now with my 970 GTX which (currently running with 8GB as it slowly dies) plays any game full setting 1920x1080.
But his budget allows for it then why not ? if you buy the best core components all you need to do is swap gpu's as they start to fall behind.
But years down the line like the old x58 systems they will still be able run and keep up with latest gen gpu's
