The 15" 2011 MBP doesn't become vintage until 31st December.

Offically no, but you can't order parts from Apple themselves now at all. We log into the same system Apple themselves (GSX) use and the parts are marked as Vintage already. We are having to write these units off as we can't get the parts, hence the reason I know they are replacing with the bloomin expensive new models
. There are some parts available for stocking order, but these are like at least double the price and not parts like the Logicboard etc which for liquid damage is standard.
If the brother is in his 20s, I question why the "family" are even involved, is he not capable of resolving this situation directly?
Your sister has made a more than reasonable offer of £500, to expect her to replace it with a brand new £1,600 laptop is laughable.
Ultimately it depends on your sister, her relationship with the friend and their family, and whether she wishes for it to continue, which no one can comment on.
If it was me, and my offer of £500 had been rejected, I would tell them to jog on.

Can top that... Microsoft have declared all their old handsets branded "Nokia" as Legacy and can no longer repair them, even at 18 months old their support partner B2X has no system in place to fix them.

But either buy a replacement or £500. Wouldn't entertain any other options. Tell them that the offer expires 30th December and they get nothing.

That's nuts. Insurance is there for a reason. If my mates came round and accidentally broke something, I'd be expecting to claim through my home insurance.
The fact they're trying to rush her for 1600 quid is:
a) betterment
b) a wee take
Just proves they're out to make a fast buck. I wouldn't pay a penny in fact, I'd now tell them to STFU.

any updates OP?
I would expect they would offer tbh. If a mate damaged my tv/laptop/phone I'd hope they'd at least offer to pay the excess on the insurance - I certainly would for them.
I do love how some people (friend's brother/family) seem to struggle with the most basic tasks though. This isn't a big issue that requires people to make demands and negotiation. It could easily go through his parents household insurance, with an excess of £100 then another £100 on top to cover for increase in premiums over the next few years.
Even if that wasn't possible in anyway, you can literally order the same laptop from eBay to be delivered in a couple of days for £500-550 and he is back in the same position that he was before his laptop was damaged. A sorry card wouldn't go amiss for the inconvenience but that's it.

They're refusing to accept the offer my sister has made towards a contribution towards a second hand laptop or repair which I believe she said £200. The friend would then cough up the other half as she was prepared to go halves on a new one.
Thankfully (or awkwardly) she's not a close friend, she was an old friend back at nursery or primary school or something, and they'd not been in touch for 15 years. So no real loss in terms of friendship.
What made me laugh was that her friend used the analogy of 'if you drove into my car you'd pay for the damage, it's the same thing'. Sigh. I fear that if this is the sort of level of intelligence being shown then it won't ever be resolved.
