This would have been a better race without the VSC.SCs would have bunched the cars up and made a race of it.

But then it would have been out for 4 or 5 laps at a time, letting all the lapped cars through.

VSC significantly better for short periods.

Hamilton wasn't pleading for new tyres to finish 2 minutes behind Verstappen. Mercedes aren't going to put a strategy in play which takes you from 3rd to 6th for no good reason.
