I'm more interested in the Denso tape on the leaking pipe - does it adhere even when soaking wet? Was it used to patch a break or just to reconnect piping?

Well I paid the £65, not the £130. I could argue it but at this point I just don't care and work is expensing it so it's not too much hassle.

I did however email the council and explain politely that their CEO is 100% lying about serving the notice, up to them what they do with this information.

It wasn't broken, and it was iron pipe. Denso won't work on copper or plastic, but on steel pipe it'll work wonders. The pipe wasn't broken btw, the hole was about 1/4" in a 4" pipe.
