Report here from 15th July suggests production of Turing had ceased and Ampere had begun. If this report is accurate then nVidia has had at least two months to reach the stock levels currently seen. It wouldn't be the first launch where yields or other component supply has gone awry but it seems that the volumes which might normally be expected simply are not being produced, and that supply is going to be limited for some time to come.
I'm not sure I believe nVidias statement that yields are good and production is in full swing when all the evidence points to the opposite being the case.
