True, but it also allows NATO to complicate Russia's narrative if Turkey is playing 'both sides'. Whilst I should hope that the most important sanctions remain (tech mostly) I think having a comfortable haven within the alliance has potential benefits. For instance it could allow turkey to gather intelligence as well as see how Russia reacts to the offer.

Have you actually read the article? They are profiting by evading sanctions.

Using negotiations to re-tool for the next attack is absolutely MO for Russia. Yet another reason why NATO should be piling hardware into Ukraine and daring Russia to lay a single finger on it.
