I wonder if the assumptions are based on Western methodology which I assume would be along the lines of six sigma.
3.4 occurrences per million, ie 3.4 barrel failures per million at the intended replacement point. We value our troops lives highly and would have a bar set at a very high level (such as that)

I would hazard a guess Russia would apply a somewhat different metric. (use them till they blow, people are cheap and plentiful)

All of them! That's the point of sanctions, there is a clear majority in Russia in favour of this conflict and they really all ought to be taking a hit for it not just economically but also re: their ability to travel to free countries while their countrymen are actively taking part in a genocide attempt in another free country.

How embarrassing. Russia not too long ago was hosting Olympic games, world cup final and F1 grand prixs and now it's going cap in hand to North Korea to buy most likely old, expired junk the Chinese no longer wanted.

Either that, or they now have a back door to Chinese supply lines.

I wouldn't assume N Korean artillery shells are ineffective. S Korea assume Seoul would be more or less obliterated in an opening barrage.

The fact here is, both sides are exhausting ammunition at a rate of knots and need to replace lost stocks. That is becoming more challenging as time goes on and supporters exhaust their stockpiles.

Rose tinted glasses are not helpful.
