Are players allowed in the box now?
As manic said, the encroaching player has to have an impact for it to be an offence. Had Salah's penalty been saved and Frimpong challenged for the rebound, which resulted in a goal, it would have been ruled out. Similarly if a Burnley player had encroached and challenged for or cleared the rebound, it would be an offence and a retake ordered.

If the answer is no either then why are they allowed in, surely they distract the keeper in doing so?

If Frimpong had touched the rebound or even challenged a Burnley player that was attempting to clear the rebound then it would be a foul.

As for why they're allowed in, I suppose the answer is because it's inconsequential. As soon as there's a consequence of their encroachment, it's an offence. Had he been stood on the 6 yard line waving his arms in front of the keeper then you can maybe argue that he's distracting him but he wasn't. I highly doubt keepers are focusing even the slightest bit on forwards/defenders following in the penalty, let alone somebody off centre making their run fractionally too early.

Did you read my post?

As for why they're allowed in the box, it's more that ruling out a goal for a minor encroachment which has had no impact would be entirely disproportionate.
 
So what part of this section didn't answer your question about whether he could pass to Salah or vice versa?

I was thinking they might be allowed on a second touch, keeper > taker > intruder

There must be a reason they run in, I don't buy that it's not distracting
