I have just tested a customer's Evo, and it's interesting.........
Could it be that earlier EVOs have some sort of issue that doesn't get sorted by the latest firmware ?
My own Evo (which is still "dodgy") was purchased very soon after they became available (August 2013, if I remember correctly).
I had to secure erase my 250gb Evo drive before Christmas as it refused to boot, so my results may not be that relevant as this would have freshened up my data, but I am now starting to see dips into the 250-300 range already, so it looks as if this issue is far from fixed.
Download and install HDTunePro5.5 (trial version) here......

Run it. Goto File>Options>Benchmark and set "Block size" to 8MB.
Start the test and wait a couple of minutes for it to complete (don't do anything with your PC while it's running).
You should end up with a reasonably straight line (it will be a bit "bumpy") around the 500MB/s mark, assuming you`ve got the SSD connected to a SATA III port.
Post a screenshot if you can.

it has to be the controller fw not being able to maintain the drive fully if a secure erase restores performance
I don't think its down to the tlc nand
my corsair force gt ssd was like that,every six or eight months I needed to secure erase it to restore performance fully,and that used mlc nand
