Person threatened they will report mate to tax man

The story: mate is 15, known him since he was 2, he likes computers wayy more than i do and probably knows a lot more than me about certain aspects.

Hes taken to doing a little 'pocket money' run by doing up some fliers and putting them through doors in a few of the streets around him, just general repairs etc... His neighbour is retired with nothing to do, about 80 or so and just grumpy as hell. Hes told him that he'll be reported for dodging tax etc.. What are the implications here if any?

Hes dead serious too as hes called police on people just visting another neighbour as he found people exiting a house at 11pm to be very dodgy and was sure a 'deal' was being done.
 
I doubt it matters, and i wouldn't worry.

Theres probably SOME regulation but you friend will be fine, at the very most whoever is paying them will be spoken to, but it's more like a helping out.

Think of it like being paid to clean your neighbours car.
 
Tell the old git you'll report him to the police for trying to touch a 15 year old boy.
 
His neighbour sounds like the type of person who watches offensive tv shows just so he can write a letter of complaint about it.

failing that tell him to do one, does he even have a NI number yet? can he legally pay tax under 16?

I was issued with my NI card when I was 0. Parents handed it over to me when I was 18-ish. That kid should be ok though. When I did the odd PC repair in adulthood, I simply charged in beer, then there was no money involved for tax implications.
