"Mr C" hasn't been proven wrong, I woudl hazard a guess he's talking about AIB's, not retailers. He's saying for AIB's, IE, EVGA, XFX, Asus, to get 470/480gtx's, they have to agree to buy a bunch of their other cards that they basically can't sell right now. Meaning if theres around 90-120k 470/480gtx's available to AIB's, that means several million sales of cheap parts they can't ditch.
