To be fair they're bound to err on the side of caution and put a hold on any accounts suspected of being related to fraud until they've concluded their investigations.
I'm sure if you go into your local branch you will be able to sort something out there and then.
You also might want to think (OP) that unblocking your card could leave someone in on your / their money.
So just issue the person a new card, takes a total of 0 minutes given how the large bank branches in the USA can issue a new card ON THE PREMICES, none of this "wait a week for us to mail you one from China" business as we get here.

I think I'm right in saying that he's with HSBC, if HSBC have this service in their USA banks they should be able to have the same service offered in their UK branches.
Alternatively they should be able to have a card out to him next day.

Spoke to HSBC on tues and they didn't tell me much except the name of the person who payed in the cheque - unfortunately I did not recognise. Said it looked suspicious - no **** - and their fraud department was investigating it. Gave me their number to contact if I needed more info.
I go food shopping that night and get to the checkout and debit card has apparently been stopped. So am without food. Would have been nice to be informed about this, don't u think???
I rang up today to find out wtf and, despite getting referred by a further 2 people, the fraud department tells me to get lost cos they're "not a customer facing department" - nice. That's when my phone ran out of credit (which I can't top up without my debit card). So now I am completely in the dark and without money. Someone was meant to ring me back today but apparently they did not have time.
HSBC have completely screwed me. Wish I had just done a runner with the cash tbh since they don't seem to value my co-operation at all.
From spending some time working in Fraud, including working with a number of banks this smells so much like BS that it is laughable. The story changes to include points other people have made...e.g the whole account being frozen was mentioned by someone else about a dozen posts before he said it.
