I would do this if I was in charge:

I would ask the teams to tell an FIA rep on which lap +/- 1 lap they expected their drivers to run out of fuel. If a safety car then came out they would be allowed to pit during that period without penalty. The teams could update this official if anything to adjust the pace of the race happened such as safety car before they needed to pit or rain etc and after each time they took on fuel. This data would obviously not be shared with other teams.

I do not know if there is still a penalty if you car obviously is broken and needs to pit but I would remove the penalty for broken/no front wing etc.

McLaren had better straight line speed all weekend though. Clearly McLaren were running on lower downforce than Ferrari. Ferrari were running some of the highest downforce there (even higher than BMW) to get the performance in the corners...

PS: And weight affects everything.. cornering, braking, acceleration, top end speed.

Weight will be more of an issue at higher speeds than at lower speeds.

Add to that the "extra" straight line speed advantage of the Mclaren as you say. I wouldnt be suprised if the Ferraris had another 3 or 4 laps of fuel on the Macs.

It's all fuel loads isn't it...

Welcome to modern Formula One :)

I mean, seriously. It isn't all that far back when you get to the days when they didn't give a frappin' toss about fuel loads, simply because they couldn't refuel in the race. You qualify on low fuel and sticky tyres, you race on one tank and whatever rubber suits your strategy. Which nets you situations like the ones rpstewart detailed here.

We're getting slicks next year (halle-*******-lujah). How about we ban refuelling next, please?
