He's just trying to say downloading 3Gb then reaching a cap is ridiculous, which is true.
I'm on Sky BB getting the full 16mb using 150+ Gb/month sometimes and they don't enforce any traffic shaping until a user reaches 250Gb/month (which they send a letter, and if you continue over that limit, they then trafifc shape). They don't have any network problems..
But seriously? 3Gb? Thats like a Fedora Core 6 DVD iso..
If Virgin's network couldn't handle the 20Mb upgrades, they shouldn't of released it with the thinking, "oh we'll just fix it as we go along, because we know we are all competent network engineers and we know our stuff" mmkay.
When do most people download files? Most people download files when they are awake.. at the computer.. after a day of work.. in the evening..

I'm on the 2mb service which was great despite being slower than upto 8mb internet, I could get full speed all the time and it was totally uncapped as well but now with these stupid caps, 350mb is only 30 mins of downloading then capped?
These caps are in some way much stricter than larger limits, it shows the network is in poor shape if they cut speeds by half and quarter on the 20mb case.
