If you have only done one fresh OS install so far then I would suggest starting again, totally CMOS cleared fresh, while using OB graphics only.
The first thing when you are online to do is download a trusted anti virus (Avast, I use) and an ad block add on for your browser of choice.
I don't know your own computer safety regime, but it is an important step towards being confident that nothing malicious is messing with you.
Then make sure you go to each manufactures web site and snatch the most recent, relevant drivers for your hardware.
Install a game that will put some direct x in place and test the game in low settings and start moving the settings up till you feel it is around the same amount of load (relatively, if you know what I mean)
Could be a lot of things mate. Download and Load up GPUZ and check the sensors for what the card is doing while it is doing it. Is the card speed going up and down like it is throttling?
Have a play with that before doing your fresh install.
