3 tiers of drives ?

Check the number of PCIe channels available for this. You don't want to impact other aspects of the system.

Ahh this is something I don't yet understand, when do I hit a limit and what is the impact ie
If I have an 3950x on Aorus Extreme with
2x NVME PCIe v4
1x 2080ti PCIe v3
1x 10GB Fibre NIC​

I hope this isnt moving too far from storage.

Depends on the board
Roughly
The more M2 drives you use
You will lose some sata ports
Though obviously there's a pci~e lane limit
I have 3 x M2
This loses me 2 sata ports
But also using 3 x sata drives
So not exactly starved of drives
And possibly able to add a pci~e
M2 card too

I think that the specifications indicate that you're fine with two M.2. drives but you're over the top and will see some GPU performance degradation thanks to the NIC. Go Threadripper.
