Yeah was thinking the same, I've had a few instances over the years of not getting the block perfectly flush with the components, it screws together ok and looks right - but it isn't from a contact/thermal perspective.
most people forget the gpu hotspot. the main temp we all go by is an average of the many temp sensors on the gpu die/core. the hotspot is well the hottest part of the gpu die/core. as you can see that's your reason for gpu clock drops. without the gpu hotspot sensor you would never know that your gpu is just overheating and dropping clock to save itself. i know the feeling of draining your loop (PITA) but the repaste should help well and kryonaut is a beast of a thermal compound
