They do get toasty, but I'm running that same cooler with the 5900x and getting 75 Celcius on all core load at 4.5Ghz. So OP should be good.

I'm looping Cinebench R23 at stock and it's barely breaking sweat and hovering around 60C.

I assume that's because the all core load by default is 4.1?

Yeah, no PBO enabled by the looks of it. But you can try enabling it and seeing how it affects temps. Might want to look into curve optimiser and power settings like PPT, EDC, etc too.

It's biggest effect is higher all core clocks under multithreaded loads. It's hard to give you a figure as it varies depending on what your doing.
