G.SKILL Ripjaws V Series 32GB (2 x 16GB) goes for around £114 (F4-3600C19D-32GVRB), is C19 but with bit power and the help of DRAM Calculator might do 3800C16, if not then 3733C16.
If you want better ram, £230 G.SKILL TridentZ Series 32GB (2 x 16GB) 3600C17 that would do 3800C16.
The options are easier and cheaper if you are find with dual stick 16GB.
With a 3900X @ €530 (~480/490) you would be set.
I know but to be fair even my old i7 7700k was. complete overkill and whipped through both LR and PS. Probably better than my new 2700k so just would like a little of that single core performance back and given am already on an eight seems silly to buy another eight core now when I enjoy building ott machines.A quick google shows that neither of those take much advantage of a great number of cores. I'd suggest researching a bit more but I would expect a twelve core 3900X to offer little over the eight cores of a 3700X for those applications.

Cities Skylines uses 1-2 cores not 8.Blimey, I can't even use 8 cores, nothing utilities this 3700x, if Cities Skylines utilised it with all these assets it'd be running like lightning.
