Also, most people don't use much maths at all in everyday life. When the last time most people did anything other than a bit of simple addition, subtraction and maybe the odd multiplication. So it's not surprising or bad.

person 2 I added it up wrong, I thought that 40+40=80 - 80 x 0 = 80 so 80+1 = 81 but it was written to trick.
The reason nearly 50% of people think it's 1 is because they do it the order it's written not order of operations which frankly is logical for people who haven't done maths in a long time or never did it properly

No, that is functionally no different (though certainly clearer) than 40+40x0+1. To get 1 as the answer you would need (40+40)x0+1.

Anyone who didn't answer 41 should not be allowed to vote and should not be allowed to have children.
