I read it that each number you choose must round to 48000 as the nearest 1000, 48000 as the nearest 100 but must not round to 48000 as the nearest 10.

I believe yourself and myself are reading the question in a different manner.
Each number MUST round to 48000 when rounded to the nearest 1000
AND
round to 48000 when rounded to the nearest 100
BUT NOT
round to 48000 when rounded to the nearest 10.
How did you read the question?
In your answer 47900 rounded to the nearest hundred is 47900, not 48000.
But they also asked for it to be rounded to the nearest 1000, the nearest thousand rounding up from below 48000 is 47900 and the nearest 100 would be 100 if ignoring the 10`s
To have a number higher to round down from 48000 would be 48100 to equal the 100's and 1000's units.
Ignore the 00's
48 could round down to 40 and 48 could round up to 50.
So another answer could be 40,000 and 50,000.
But the second answer I think is wrong as it would be 48600 to round to 49000.

Question states it has to round to 48k (rather than 49k) so both answers - 47900 and 48100 round up and down, are higher and lower than 48k and do not rely on a 'tens' value to get there, thus both are correct from my point of view. Stupid question in any case, disappointed to have been sucked into it.
