A recent Windows 10 update is trashing framerates and causing games to stutter

I've just found out that I'm still on 1909 and the update to 20H2 failed. Of course there wasn't any notification of the failure - a major point of Win 10 is to remove knowledge, consent and control from users. All other updates have gone through, but not the 20H2 one or any following it.

I'm assuming it's something to do with my security software, which limits how intrusive the spyware built into Windows 10 is. Something to faff about with when I get some time. The error message is, unsurprisingly, nothing more than a code that can mean a variety of things.
 
For the curious I have decided to use a Education license going forward and using H2 versions updated every 2 years, LTSC 1809 I moved to it way too late, the next LTSC is an option, but I feel Education is the way to go as can still do in place upgrades but at 24-30 month period with their new update policy.
 
Well the guy who said it broke his LTC as well is now saying as long as you keep the cpu from going to idle clocks its ok, I already do that anyway, so I will be patching my LTSC next week.
 
Does not do anything, I tried setting to Ultimate.

I am going to boot (unplug Ethernet) to a spare SSD I imaged a few months ago and see if I really am down 60-100FPS in certain games or did I imagine it.

Even though I still hit 150FPS they have a kind of lag/stutter effect.
 
Some have the KIR fix MS rolled out but I am on DEV builds so not got it yet and even then it does not fix it for all users.
