If this option is not available, you maybe able to assign certaion ringtones to certain numbers, so just assign silence to the annoying number.

It is possible that your 'new' number is a recycled number and this is why you are getting the calls.
Do you know for certain that the caller is a real person and not simply a vending machine phoning up to order supplies (IIRC some vending machines use mobile calls to report back status etc).
If you only have a few people that know your number I would simply get it changed as telling everyone is not too much of a pain.
I have had the same number for about 12 years so a new one would be a right pain to pass out to everyone that has the old one.
