I wouldn't say it was made up news, I'd say that was pretty much what to expect because it's a completely generic block diagram with no actual numbers on it. It could be any RDNA 2 card.

The only numbers on it are Display Core Next and Video Core Next at version 3, which were confirmed by AMD's Alex Deucher when discussing the Linux patches which revealed the Sienna Cichlid codename.

It is bait though :p
 
PC cards coming out before consoles doesn't tally up with previous rumours suggesting a near simultaneous launch for a full-on RDNA assault.

I've also speculated in the past that launching OC cards first, especially the top-end ones, will take the shine off the significant leap the consoles represent. Do consoles first, let the wow factor sink in, then top it with the PC hardware.
 
They're competing with Nvidia in the PC space and Nvidia are expected to launch their cards in August / September, so they likely want to spoil that.
