Depends, the 280 is faster than the 280X 5 times compared to its 3 times here http://www.guru3d.com/articles-pages/msi-radeon-r9-380-gaming-2g-review.html
I think with the higher clock rate it will sit between the 280X and 290, often much closer to the 290 than the 280X if not a match for the 290 more often than the 280X, its only running at 970Mhz compared with the 1050Mhz of the 280X.
