You guys who've played with limbo strike and pbo tuner. Has it made a difference to the boosts you're getting? Especially in games? I mean that's why we have these chips right?
 
I would say that is not the case with my setup. The Noctua D15 with push / pull fans is a monster cooler. Add PBO tuner with a -30 offset. The 5800x3D can be tamed during CPU intensive gaming sessions. I also have a very well ventalated case.
It's the case with all setup's, if you're not within a few degrees of throttling then you're running your fans to high and making more noise than necessary. The only difference between a good/bad cooler/case is noise, with a bad cooler and/or badly ventilated case you'll need to run your fans faster causing more noise, with a good cooler and well ventilated case you can run them slower and have a quieter system.

The fixation some people have with trying to get their chip to run as cool as possible under load is nonsense, if all you want is the coolest chip under load then fill your case up with these (56dB).

PBO tuner -30 playing spiderman, I'm seeing a mostly 4450 on all cores most of the time and the CPU runs cooler.

Yes, with Kombo strike 3 & my CPU undervolted by 0.1v I get a constant 4450mhz on all cores @ 72c to 75c full load(cinebench), without it my temps are good 10c+ higher & the CPU throttles down to 4150mhz to 4200mhz.
I've noticed it starts to throttle at 77c so I set my CPU/case fan curves to stay under this, it all seems to work well.
 
After a super quick play with PBO2 and 3DMark my best results are at -15 (although granted these tests are quick so larger undervolt might make more sense the longer the cpu is being used) My MSI board allows me to put in a global undervolt. Does -15 in PBO2 = -0.015v in the bios? Also this seems like a nice stable starting place to start testing too.
 
Kombo strike 3 works really well- justa click on the bios and nice (relatively) cool chip for more perfomance
I don't have Kombo strike being on Asus mobo but I have full curve optimiser access it seems.
PBO wasn't Prime stable for me at -30 on all cores. Settled with -25, which runs for hours stable for me.
I'll have to give prime a shot. Was -30 stable in gaming or did you not try it with issues on prime. I recall your previous post where you said you may try -27 but didn't see the point.
 
Just tried my -30 all core when gaming. No issues as such and temps still high 60's but it didn't have a random spike when launching a few things so I guess its fine.

@Richdog , Just tried the multicore test you asked the other member to run.
Max temp 79.5deg, All core 4398Mhz Score 14457 thats with a -30 neg offset in the BIOS. I can rerun tomorrow without an offset.
