It appears that AMD's Zen 4 based CPUs are making their ways into the hands of overclockers and so far at least one has already been delidded. There are surface-mounted components so the IHS has cutouts to avoid them.
There is no ridge around the edge of the square part though, so unless there is something on the package you will get thermal paste under the edge of the IHS
