The Red Bull only got its act together once Renault started to understand how to get the off throttle blowing working for the diffuser. Even then, Vettel only won the championship as Alonso pitted in response to Webber getting a slow puncture and so became stuck behind Vitaly Petrov.

That is in isolation of the final race. If Webber wasn't allowed to race like Massa it would have been totally different over the course of the season. Mercedes allowed their drivers to Race in 2016 and still blew everyone else out of the water.
 
2008 is really the last year where two manufacturers competed. 2009 on has pretty much been who can get the rule changes right. It is sad that it has been over decade since.

I think 2017 and 2018 were also competitive... Until Seb started bottling it. I'd argue a more consistent driver in those years would've won the title
