I've no idea, surely someone they know must speak English? If not, you need to find better Indians! Endians.
I wanted the rubbish burning and a drive for 9 cars though so Endians would have been no good!

Anything that impacts on my property is a no go, unless you ask for permission.

Want to use my drive whilst you're doing some work? No problem but ask. Going to be having a party until 3am with really loud music? Common courtesy is to let someone know. I do this, have done this and will continue to do this.

One neighbour was having some work done and they literally destroyed my bushes out front, I politely let them know I'd noticed it and they didn't give a toss, thus I now consider them to be tossers.

Are you sure they weren't just trying to avoid talking to you?
How do you mean? I asked them if they could quickly eye up a job and quote, and they said "no hablo ingles". If that isn't Hindi for I don't speak English that what is it? Some kind of fobbing off?

Do you remember those times well? ;)

I don't need to have witnessed the age in person, the legacy of the Edwardians and Victorians is all around for the open minded to see and appreciate, from university bursaries to architecture, wonderful civic works of (fortunately...) amazing longevity, and a class system that, currently condemned, still rules ;)
