In my opinion he knows how to spell, and can write a properly framed covering email. He may not have a CV but could look up a template and type something up in a matter of a couple of hours.
He just wasn't bothered, or felt the job wasn't worth the effort - what kind of attitude is that to take when asking someone to employ you?
Whether it's an application for a shelf stacker in Tesco or project manager at IBM you should always make the effort. If you don't somebody else will.
