I mean that’s just speculation though, you have no idea what Mercedes are working on, it’s a moot point. What we do know is that Red Bull bring a huge amount of additional performance to the car throughout each season. It’s factual, we can see it every year.

That's mostly because RBR tend to start seasons with a lot of unrealised potential in the car. Mercedes tend to have unlocked a lot more of the potential in their car at the start of the season.
