1.45v is fine. 1.5v is max.
But ideally closer to 1.4v is preferred.
3600 should be doable at 1.4v
before you do that, i suggest trying to turn off geardownmode
1T with GDM = off yields an instant 2-3% performance gain in comparison to 1T with GDM = on

@Psycho Sonny looks like you have not coupled memclk to uclk and fclk. Latency = 78ns usually suggestive of uncoupled mode.
