In my opinion, for the small benefit dx11 brings, it's far more enjoyable to play dx9 and captain jacks dark knight suit.

As far as I know DX11 is still broken and is a stuttering mess so DX9 is the way to go.
DX 11 brings nothing to this game at really, sure plants and some gargoyle statues have improved textures etc. but it is only noticeable when you are literally standing right next to it and looking for the difference and yes it stutters like hell on the majority of GPU's when it is enabled.
I have tried to tun this from Steam and have received an activation limit reached message from securom.
I have emailed securom who will not do anything and say you need to contact either steam or the publisher, Steam will not deal with external activations and Warner brothers tell you to contact either securom or steam.
People wonder why Pc games are pirated. This is a game registered to my steam account with over 8 hours play time and many achievements unlocked. It seems once you hit the securom activation limit the only way to play the game is to re-buy it or use other methods.

Already filled out that form in the link at received this.
I contacted the publisher WB who said I need to contact securom as they deal with all product activations.
You downloaded & tried this tool it detects & allows you to remove the activation token if its already installed.

I'm guessing the reason for your problem is you reinstalled the game without deactivating the securom component first. It sucks WB use Securom but its mainly because its an SP game. The UK Retail DVD version includes GFWL+Securom+DVD check every time you play
Arkham City is not a game you can copy paste the files on Steam to another install without removing Securom first. If your still having issues ask Sarah May on the official forums for help.

So I guess Im best to run the securom reomval tool and uninstall this when complete in case I forget to when I reimage windows?

Yep thats what you need to do I think if you uninstall from the control panel it prompts for removing the licence anyway.
